Two Los Angeles police detectives, cynical veteran Malloy and cocky rookie Dietz, hunt for a serial killer, an ex-cop named Taylor, whom randomly chooses his victims from a phone directory.

Roy Parmenter is an FBI agent in San Diego; 20 years ago his partner was killed by a Soviet spy, nicknamed Scuba, still at large. Scuba is now trying to extort the Soviets; to prove he’s serious, he’s killing their agents one by one, including “sleepers,” agents under deep cover awaiting orders. Roy interviews a high school lad, Jeff Grant, an applicant to the Air Force Academy. In a routine background check, Roy discovers that Jeff’s parents are sleepers. He must see if Jeff is also a spy, confront the parents yet protect them, and catch his nemesis. Meanwhile, the Soviets have sent their own spy-catcher, the loner Karpov, to reel in Scuba. Alliances shift; it’s cat and mouse.

Long time inmate Twitch (Kurupt) gets himself transfered to a tougher prison than the re-opened Alcatraz. He claims it’s to be closer to his lady but his real motives are a bit more grandiose. There he crosses paths with Burke (Bill Goldberg) a bulky prisoner who can take care of himself. Twitch, despite being less muscular, is just as mouthy and is pretty much the same. But there is a gang war brewing between the black and hispanic inmates that explodes into a hostile takeover of the prison when the black’s gang leader is shot dead and the finger points at Burke. But the sh!t really hits the fan when the real killer and leader of the hispanics, Cortez (Robert Madrid) takes Twitch’s girlfriend and Burke’s daughter hostage.

A Russian Police Major is enlisted by the LAPD to help solve a series of gruesome murders perpetrated against young women by a sadistic sociopathic killer on the mean streets of Hollywood.

After a U.S. policeman is killed by black market weapons dealers, his partner, Rudy (Robert Madrid), and the murdered cop’s father, ex-British Intelligence agent Roger Chambers (Michael York), head to Moscow to find the killers. The two begin to track down their targets, but their plan falters when Rudy’s injured and Chambers is arrested. Enter Vlad (Alexander Nevsky), a Russian officer who’s willing to help the men complete their mission.
